I would say that it sounds like a coronavirus-induced boredom idea, but lets be honest, youtubers do crazy stuff like that all the time. Braille Skateboarding, YouTube channel about everything skate-related, has just tested using Apple’s Mac Book Pro laptop wheels as skateboard wheels. It turned out that – no surprise there – they make terrible skateboard wheels – not only do they rotate around their own axis, which is desirable for laptop wheels but not for skateboard wheels, but they also bend under the weight of the rider.
